Melissa Biggs ‘08

Melissa Biggs, a partner at DNB Lobby, brings over a decade of government relations experience in both public and private interests to the firm’s diverse array of clients.  Attorney Biggs is considered one of Connecticut’s top lobbyists in the manufacturing and energy arenas where she has been instrumental in negotiating key policy changes to promote targeted industry growth.
 
Known for her strength in strategic planning, coordinating lobbying campaigns and first-hand experience in developing talking points and drafting testimony, Attorney Biggs knows how to shape and deliver clear and convincing messaging on difficult issues to get results.  Over her extensive lobbying career, she has become a trusted voice at the Connecticut General Assembly.

Attorney Biggs works diligently to raise client’s profiles at the Capitol through various measures that include, legislative roundtables, face-to-face meeting with elected officials and legislative lobby days and receptions. 

The analytical problem-solving and communication skills she provides enable her to successfully influence Connecticut’s legislative and regulatory process.  Attorney Biggs understanding of the procurement process has helped the firm’s clients receive millions in state grant dollars for workforce development and innovation.  She also monitors the actions at the Public Utilities Regulatory Agency (PURA) and educates members of the General Assembly on how regulatory proposals may impact legislative proposals.  She offers a specialized knowledge of the energy industry and is a member of the Energy, Public Utilities, Communications Law Section of the Connecticut Bar Association as well as the Connecticut Bar Association Elder Law section.
 
Attorney Biggs has been extremely successful in creating and executing various grassroots campaigns in the Northeast.  She has organized town hall meetings that engaged the media and offered direct access to elected officials.  Attorney Biggs has also led several letter-writing campaigns across the state on a large spectrum of issues.  While running a grassroots campaign, she tailors her research to identify interest groups within the community.  She identifies key allies in these campaigns ensuring the campaigns messaging is on point. Attorney Biggs then calls on her extensive list of contacts to help identify the best advocates and strategic communicative approach to bring success to the client and issue.
 
Attorney Biggs is a graduate of Southern Connecticut State University with a BS degree in Political Science and obtained her Juris Doctorate at Western New England School of Law.
